With over 18 years of experience in digital transformation, geospatial technologies, enterprise systems, and critical infrastructure, Hessa AlKaabi has played a key role in advancing utility modernization and data-driven decision-making across the UAE. She currently serves at TAQA Distribution, leading initiatives that strengthen GIS operations, data integration, operational resilience, and emerging AI-enabled capabilities supporting water and electricity services across Abu Dhabi.

Hessa has successfully led and contributed to strategic digital transformation initiatives spanning government entities, utility services, and enterprise platforms. Her expertise bridges technology, operations, governance, and stakeholder collaboration, enabling the delivery of scalable solutions that improve service efficiency, data quality, and organizational performance.

As the founder of her organization’s Digital Academy and Digital Lab, Hessa established capability- building programs that empowered more than 100 professionals in artificial intelligence, cloud computing, data analytics, and cybersecurity. These initiatives strengthened internal digital capabilities, accelerated innovation, and reduced dependency on external resources.

Beyond her professional responsibilities, Hessa actively contributes to national development initiatives and is a member of the Sheikha Fatima Program for Women’s Empowerment and the Women Empowerment Committee within the energy sector. She is also a strong advocate for responsible AI adoption and digital capability development within critical infrastructure environments.

Hessa holds a Bachelor’s degree in Geo-Information Systems from UAE University and is currently pursuing a Master’s degree in Artificial Intelligence at the University of Cumbria. Her current focus is advancing sovereign and responsible AI capabilities that enhance resilience, trust, and decision- making across critical infrastructure sectors in the United Arab Emirates. She is also contributing to the development of a National AI Simulation Lab concept designed to safely test, govern, and accelerate AI adoption within mission-critical environments.
