Eng. Sultan AlRaeesi is a senior policy and governance professional with nearly two decades of experience across technology regulation, spectrum policy, and public-sector transformation in the UAE. He currently serves as Head of Operations at Sandbox Dubai, Dubai Future Foundation’s regulatory experimentation platform. In this role, he led the building and standardization of the end-to- end operating model for Sandbox Dubai, integrating strategy, policy, partnerships, and operations, and has supported the launch of four thematic sandboxes spanning the gig economy, HealthTech, PropTech and Artificial Intelligence.

With a background in engineering and public administration, Eng. Sultan is particularly interested in how governments can move from reactive regulation to anticipatory governance, building institutional capacity that responds to technological change while helping shape it responsibly.

Before joining Sandbox Dubai, Eng. Sultan served at the Telecommunications and Digital Government Regulatory Authority (TDRA), where he led the development of the UAE Roadmap for Agility in Spectrum Management 2024–2031 and the UAE Strategy for 5G and beyond. He contributed to the national 5G initiative that positioned the UAE as the first country in MENA to launch 5G networks and led the revision of more than 20 spectrum regulations supporting the modernization of the UAE’s regulatory framework for future technologies.

Internationally, Eng. Sultan serves as Vice-Chair of the ITU Radiocommunication Advisory Group and has chaired regional and international working groups on spectrum governance, connectivity, and emerging technology policy. He has represented the UAE at leading global forums and is the author of seven publications on technology policy, digital governance, and technology futures.

Eng. Sultan holds a Master’s in Public Administration from the Mohammed Bin Rashid School of Government and a Bachelor’s in Electronics Engineering with Honours from Khalifa University. He has completed the Artificial Intelligence Program with the Office of Minister of AI in collaboration with University of Oxford, the Executive Diploma in Advanced Public Policy at MBRSG, and the UAE Government Leadership Program at the Prime Minister’s Office.
