A strategic governance leader with extensive experience at the intersection of national cybersecurity policy and emerging AI technologies, Eng. Ahmed Hamarain has been instrumental in positioning the UAE as a global leader in cyber resilience. He currently serves as Head of GRC & Strategy at the UAE Cyber Security Council, where he drives automation in national cyber compliance monitoring, shapes policy for AI and quantum security, and provides advisory input into critical national initiatives including the UAE Data Law.

Eng. Ahmed has led the UAE’s national Cyber Governance and Policies Program since 2020, establishing over 15 national mandates protecting critical infrastructure, government entities, and businesses. He conceptualized and launched the National Cyber Index, an AI-powered platform using advanced LLMs to continuously assess cyber maturity across federal entities. He has also represented the UAE at the White House Counter Ransomware Initiative, the Regional Cybersecurity Week hosting 60+ nations, and the World Government Summit, contributing directly to the UAE’s recognition as a Tier 1 nation in the ITU’s Cybersecurity Global Index.

Eng. Ahmed holds a Master’s in Information Security from UAE University completed with honors, and a Bachelor’s in Electrical Engineering, also from UAE University, where he graduated on the Dean’s List.
