H.E. Dr. Abdulla Al Shimmari

H.E. Dr. Abdulla Al Shimmari has served as the Executive Director of the National Workforce Enablement Sector and Mawaheb Talent Hub at the Department of Government Enablement – Abu Dhabi since July 2024.

In this role, he leads national initiatives to bridge critical skills gaps, develop Emirati talent, and align workforce capabilities with the demands of a rapidly evolving labor market. He oversees strategic partnerships with leading organizations including Microsoft, Mubadala, G42, ADGM Academy, the World Bank Group, and a range of national and international enterprises to strengthen workforce readiness and future skills.

A data scientist and AI entrepreneur, Dr. Al Shimmari is the founder of the Human Capital Management System (HCMS), an AI-powered platform for talent recruitment, upskilling, and workforce planning. The platform originated from his doctoral research on workforce skills supply and demand across the UAE and the GCC, translating academic research into practical solutions for workforce transformation. He is also the founder of RestHero.io, serves on the Board of the Arab Youth Center, and advises G42 technology, and innovation.

Dr. Al Shimmari holds a Bachelor of Science in Electrical Engineering from the Higher Colleges of Technology, a Master of Science in Electrical Engineering and Computer Science through the MIT–Masdar Institute Cooperative Program, and a PhD in Interdisciplinary Engineering from the same program. He has also completed executive education at INSEAD and is a Technology and Innovation Fellow in the National Experts Program (NEP 3.0).
